Window Rebates for Ontario Rental Owners in 2026: What's Still Open

Ontario window rebates for rental owners are narrow in 2026: $100 per opening for houses under the Home Renovation Savings Program, Toronto's HELP loan for small rental buildings, Enbridge multi-res incentives, and the closed Greener Homes Loan.

Ontario window rebates for rental owners are narrow in 2026. The Home Renovation Savings Program pays $100 per rough opening for ENERGY STAR windows but excludes duplexes, triplexes and other multi-unit buildings. Toronto's HELP loan covers buildings up to three storeys and six units, and the federal Canada Greener Homes Loan is closed.

Window rebates in Ontario change often, and most home programs are built for owner-occupied houses. This guide sets out what we found open for Ontario rental owners on the programs' own pages, checked on October 22, 2026 and re-checked on October 25, 2026. Programs change without much notice, so confirm the details on the official page before you sign a contract.

Which window rebates are open to Ontario rental owners in 2026?

As of October 25, 2026, Ontario rental owners can look at three programs for window work: the Home Renovation Savings Program (houses only), Toronto's HELP loan (small rental buildings in Toronto) and Enbridge Gas's multi-residential custom incentives (windows not listed by name). The Canada Greener Homes Loan is closed.

How does the Home Renovation Savings Program window rebate work in Ontario?

Status board of Ontario window programs on October 22, 2026: two open, one a loan, one closed.

The Home Renovation Savings Program pays Ontario homeowners $100 per rough opening for ENERGY STAR window and door replacements, after a pre-retrofit energy assessment and alongside at least one other qualifying upgrade. The program is delivered jointly by Enbridge Gas and the Independent Electricity System Operator (Save on Energy). Window and door rebates sit in its assessment stream, per the program's assessment page and its eligibility requirements (version dated November 2025):

Who qualifies

  • You must own the home.
  • Eligible homes are single detached and semi-detached houses, row houses, townhomes (not stacked townhomes), and mobile homes on a permanent foundation.
  • Multi-unit residential buildings are not eligible, and the program names low-rise apartment buildings, triplexes, duplexes and stacked townhomes. A house originally built as a single-family dwelling that later had a secondary suite (such as a basement apartment) added can still qualify, but the assessment must cover the whole home and it needs a centralized heating system.
  • The home must be heated mainly with Enbridge-supplied natural gas, or with electricity, oil, propane or wood and be connected to the provincial grid through an Ontario local utility (Cornwall Electric customers are excluded).

What windows earn

  • $100 per rough opening where a window, door, skylight or sliding door is replaced with an ENERGY STAR certified model, replacing a non-certified one.
  • The minimum is three window openings, or one door, skylight or sliding-door opening. Replacing only one or two windows earns nothing.
  • All window and door work together counts as one "qualified measure", and you need at least two qualified measures (for example, windows plus insulation) to get any rebate.
  • Installation must be by a professional contractor. A full new window and frame inserted into the old frame counts; replacing only the glass or sash does not.

Assessments, caps and deadlines

  • A pre-retrofit home energy assessment by a registered energy advisor is required before any work. Measures done before it do not qualify.
  • The program may reimburse up to $600 toward the two assessments if you complete at least two qualified measures.
  • Maximum rebates are $5,000 for gas-heated homes and $10,000 for homes heated by electricity, oil, propane or wood, including the assessment amount.
  • The post-retrofit assessment must happen within 180 days of the first one or by December 31, 2026, whichever comes first, and must be scheduled in the program's system by November 30, 2026.
  • No double-dipping: windows already rebated under another Enbridge or Save on Energy program cannot be claimed again.
Pro Tip: With the November 30 scheduling cut-off, a rental owner starting from scratch in late October has very little time to book a pre-assessment, install two measures and schedule the follow-up. Check whether it is still realistic before planning around the rebate.

Can Toronto rental owners finance new windows through HELP?

Yes. The City of Toronto's Home Energy Loan Program (HELP) lends up to $125,000 for window and door replacements on Toronto properties of up to three storeys and six units, including duplexes and triplexes, repaid through the property tax bill. The City's HELP page sets out the terms:

  • Eligible properties: detached, semi-detached, row houses, duplexes, triplexes, or any low-rise residential building of up to three storeys and six units, in Toronto (postal code starting with "M").
  • Window and door replacements are eligible improvements.
  • Loans up to $125,000, capped at 10% of the property's current value assessment (CVA), including interest and a 2% administrative charge.
  • Rates valid until December 31, 2026: 3.83% (5 years), 4.43% (10 years), 4.85% (15 years), 5.12% (20 years). The 20-year term is available for projects that include new windows.
  • Repayment is through the property tax bill, and the loan can be paid off at any time.
  • All owners on title must consent, and a mortgage lender's written consent is needed if there is a mortgage. A home energy assessment is part of the process for window projects.

The City's page notes that HELP can be combined with rebates from utilities and governments.

Does Enbridge Gas offer window incentives for Ontario apartment buildings?

Possibly: Enbridge Gas offers custom incentives based on gas saved for Ontario apartments and condos three storeys or higher, but its pages do not list windows by name, so confirm with Enbridge before counting on it. The multi-residential custom incentives are:

  • Market-rate buildings: up to $0.40 per cubic metre of natural gas saved, up to 75% of the energy-efficiency upgrade cost, to a maximum of $100,000 per project.
  • Eligible affordable housing (Affordable Housing Multi-Residential Program): up to $2.50 per cubic metre saved, up to 85%, to a maximum of $200,000.
  • For the 2026 year-round incentives, equipment must be installed, commissioned and submitted by October 31, 2026.
  • "Upgrade cost" means the difference between the energy-efficient option and the alternative you would otherwise have chosen.

Enbridge's pages describe custom projects for site-specific upgrades but do not list windows by name. The 2026 custom-incentive deadline of October 31, 2026 is only days away; after it passes, check Enbridge's page for the next offer. Treat window eligibility as unconfirmed and ask an Enbridge Energy Solutions Advisor before you count on it.

Pro Tip: Get the program's confirmation in writing before you sign a window contract. Every program above requires steps before the work starts (a pre-assessment, an application or an advisor's sign-off), and work done first usually cannot be claimed afterwards.

Is the Canada Greener Homes Loan still available in Ontario?

No. Natural Resources Canada's Canada Greener Homes Loan page says the program is closed and its funding is fully committed (page dated April 17, 2026), so Ontario owners cannot apply. Older articles that recommend it are out of date.

What about other Ontario municipal programs?

This article covers only the programs above; we did not check other Ontario municipal programs for it. Check your city's website and your local electricity utility for any local energy-retrofit loan or rebate.

How do window rebates affect Ontario rent increases and taxes?

In Ontario, a window rebate or grant must be subtracted from the cost in any above-guideline rent increase application (O. Reg. 516/06 s.26(5)); the income tax treatment is a Canada Revenue Agency question.

Above-guideline increases

If you plan to apply to the Landlord and Tenant Board (LTB) for an above-guideline rent increase for window work, O. Reg. 516/06, s.26(5) requires any grant or other assistance from any level of government to be subtracted from the cost. The LTB's Guideline 14 treats a forgivable loan the same way. See rent increases for new windows.

Income tax

Whether window replacement is a current expense or a capital cost, and how a rebate is treated, are Canada Revenue Agency questions. We have not covered them here; see our T776 expense guide and the CRA's own rental income guidance.

Choosing a window contractor in Ontario: what do rebate rules require?

In Ontario, rebate rules shape the contractor choice: certified products, no work before the pre-assessment, and itemized invoices:

  • Confirm the products are ENERGY STAR certified and keep the labels on until the post-retrofit assessment, as the Home Renovation Savings Program requires.
  • Do not let work start before the pre-retrofit assessment.
  • Get itemized invoices showing the number of rough openings and the product models.
  • Confirm any building permit; in Toronto, window replacement in buildings other than single-unit houses requires one (City of Toronto).
  • Plan tenant notices: 24 hours' written notice for entry, and 60 days' notice for a larger project. See notice rules for window work.

How can Tenon10 help plan window upgrades?

Tenon10 keeps each unit's tenants and maintenance requests together, so landlords planning upgrades can see which units have reported drafts or condensation and contact the tenants affected.

Frequently asked questions

Can I get a window rebate for my rental duplex in Ontario?

Not through the Home Renovation Savings Program, which excludes duplexes and triplexes. A house originally built as a single-family home with a secondary suite added later can qualify. In Toronto, a duplex can use the HELP loan instead.

How much is the Ontario window rebate?

Under the Home Renovation Savings Program, it is $100 per rough opening for ENERGY STAR replacements, with a minimum of three windows or one door. It is paid only alongside a second qualifying upgrade.

Is the Greener Homes Loan still available in Ontario?

No. Natural Resources Canada lists the Canada Greener Homes Loan as closed, with its funding fully committed.

Do I have to deduct a rebate from an Ontario AGI claim?

Yes. Government grants and other assistance are subtracted from the capital cost under O. Reg. 516/06 s.26(5), and Guideline 14 treats a forgivable loan the same way.

What is the deadline for the Home Renovation Savings Program in 2026?

The post-retrofit assessment must be scheduled in the program's system by November 30, 2026. It must take place within 180 days of the first assessment or by December 31, 2026, whichever comes first.
